Dear Sir:

 

Contract documents and specifications have been prepared for Contract 21-690-11, Beneficial Reuse of Biosolids from LASMA and CALSMA, at the request of the Maintenance and Operations Department.

 

The purpose of this contract is to transport semi-dry biosolids and centrifuge cake from various District sites and apply the biosolids to agricultural land for the purpose of adding beneficial nutrients and organic matter to the soil. The contractor will also provide agronomic management and public relations to ensure the success of the operations. There will be two groups: Group A for LASMA and Group B for CALSMA. Separate contracts could be awarded for each group.

 

The estimated cost for this contract is not to exceed $15,231,934.00. The estimated 2021, 2022, 2023 and 2024 expenditures are not to exceed $556,834.00, $4,891,700.00, $4,891,700.00 and $4,891,700.00, respectively.

 

The Multi-Project Labor Agreement (MPLA) will not be included in this contract because of the specialized nature of the work, which includes the beneficial reuse of biosolids, which is customarily performed within the farming industry, rather than within the jurisdiction of local unions.

 

The Affirmative Action Ordinance, Revised Appendix D and the Appendix V will be included in this contract. The type of work to be performed under the contract is within the “Hauling Services” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), Small Business Enterprises (SBE), and Veteran-owned Business Enterprises (VBE) utilization goals. The utilization goals for this contract are 20% MBE, 13% WBE, 10% SBE, and 3% VBE.

 

It is estimated that this contract will employ approximately 45 personnel, depending on the need for services.

 

The tentative schedule for this contract is as follows:

Bid Opening                                          July 27, 2021

Award                                                               September 2, 2021

Completion                                          December 31, 2024

 

Funds are available in 2021, in Accounts 101-68000/69000-612520. Funds for the subsequent years, 2022, 2023, and 2024, are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 21-690-11.
