Dear Sir:

 

Due to recent unforeseen circumstances in the national supply chain, the cost to furnish and deliver sodium hypochlorite has increased significantly. According to bulletins from NACWA and information from USEPA, supplies of sodium hypochlorite and other chlorine products have been reduced due to equipment failure and other problems at production facilities. Sodium hypochlorite is required for disinfection during CSOs, odor control, filament control, disc filter cleaning, and for disinfection to meet the NPDES Permit limits for fecal coliform at multiple facilities.

 

To ensure that the District maintains uninterrupted deliveries of sodium hypochlorite and as authorized by Section 11.5 of the Purchasing Act, the Executive Director polled the Board of Commissioners and declared an operational emergency to purchase sodium hypochlorite to protect public health and ensure permit compliance.

 

It is requested that the Board of Commissioners ratify the agreement with Alexander Chemical Corporation to provide emergency services to furnish and deliver sodium hypochlorite to various District locations from July 20, 2021 through November 30, 2021 for an amount not to exceed $1,001,000.00. The original budget for this period of time was $659,450.00.  The additional cost to the District as a result of this emergency declaration is estimated to be $341,550.00.

 

Funds are available in Accounts 101-67000/68000/69000-623560 and 901-67000/68000/69000-667220, Requisitions 1565651, 1565652, 1566447, and 1566448.
