Dear Sir:

 

Authorization is requested to enter into an Intergovernmental Agreement (IGA) with the Village of Crestwood for the Flood Control Project in the Vicinity of 135th Street and Central Avenue in Crestwood, Illinois for design, construction, and maintenance of the project.

 

On September 19, 2013, the Board of Commissioners authorized the District to negotiate an intergovernmental agreement (IGA) with the Village of Crestwood (Village) to outline certain responsibilities for the project. The proposed project consists of new storm sewers, a junction chamber, outlet structures, culverts, and other drainage improvements along 135th Street and the Crestwood Drainage Ditch to improve drainage to the Calumet-Sag Channel, as depicted in attached exhibit.  The project will protect 82 structures from flooding and provide additional flood relief after local storm sewers are upsized by the Village in the project area. The District and the Village have agreed in principle to the terms of the IGA, which include design and construction of the project by the District, and future maintenance of the project improvements by the Village.

 

Once the construction contract documents are finalized, the project will be bid by the District with the Affirmative Action Ordinance, Revised Appendix D, and Multi-Project Labor Agreement included in the contract.  We plan to present the authority to advertise board letter with specific project goals to the Board of Commissioners as soon as the IGA and design are finalized. 

 

Based on the foregoing, it is requested that the Board of Commissioners grant authority for the District to enter into an IGA with the Village for the project.  It is further requested that the Chairman of the Committee on Finance, Executive Director, and Clerk be authorized to execute said agreement on behalf of the District, as well as any documents necessary to effectuate the transaction and conveyance, upon approval by the Director of Engineering as to technical matters and by the General Counsel as to form and legality.
