Title

Authority to advertise Contract 21-RFP-23, Professional Real Estate Appraisal Services for a three-year period, estimated cost $300,000.00. Account 101-30000-612430, Requisitions 1566563, 1566564

Body

Dear Sir:

Request for Proposal (RFP) documents have been prepared for Professional Real Estate Appraisal Services, at the request of the Law Department. The contract will begin on January 1, 2022, and will end on December 31, 2024.

The purpose of this contract is to engage two appraisal firms to provide professional appraisal services on an as-needed basis to the Real Estate Division of the Law Department. The scope of work will include appraisal services related to the District’s leases, easements, and permits, as well as eminent domain proceedings and other right-of-way matters related to District projects.

The estimated cost for this RFP is $300,000.00. The estimated 2022, 2023, and 2024 expenditures are $100,000.00 per year.

No bid deposit is required for this RFP.

The Affirmative Action Appendix A will not be included in this RFP because the specialized nature of the services does not allow for direct or indirect subcontracting opportunities.

The tentative schedule for this contract is as follows:

Proposals Received                                          September 10, 2021

Funds for 2022, 2023, and 2024 are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 21-RFP-23.

Requested, Susan T. Morakalis, General Counsel, STM:MTC:BJD:CN

Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management
