Title

Authority to issue a five (5) year permit to the United States Department of Agriculture to periodically access District real estate located north and south of the Main Channel between Pulaski Road in Chicago, Illinois and LaGrange Road in Willow Springs, Illinois and portions of the Stickney Water Reclamation Plant, to study Canada Geese and prevent their interference with air traffic at Chicago Midway International Airport. Consideration shall be a nominal fee of $10.00

Dear Sir:

Since March 16, 2017, the Board of Commissioners has issued two 3-year permits to the United States Department of Agriculture (“USDA”) to periodically access certain District parcels to study Canada Geese and prevent their interference with air traffic at Chicago Midway International Airport (“Midway”). The USDA disperses the geese away from Midway’s arrival and departure corridors to help reduce conflicts with aircraft. The USDA is also studying the movement patterns and habitat use of the geese in collaboration with the University of Illinois and the Illinois Department of Natural Resources. The current permit expires March 31, 2023.

 

The USDA has requested to renew its permit for a five (5) year term to access the Stickney Water Reclamation Plant and the following District parcels along the Main Channel between Pulaski Road in Chicago and LaGrange Road in Willow Springs:

The District’s technical departments have no objections to issuing the permit provided that 24-hour unrestricted access to District structures is maintained. 

 

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize the issuance of a five (5) year permit to the United States Department of Agriculture to periodically access District real estate north and south of the Main Channel between Pulaski Road in Chicago, Illinois and LaGrange Road in Willow Springs, Illinois and portions of the Stickney Water Reclamation Plant, to study Canada Geese and prevent their interference with air traffic at Chicago Midway International Airport. Consideration shall be a nominal fee of $10.00, as is customary for government agencies using District property for a public purpose.

 

It is also requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute said permit agreement after it is approved by the General Counsel as to form and legality.
