Dear Sir:
On December 1, 2022, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 23-027-11, furnish and deliver glass and plastic labware to various locations for a one (1) year period, beginning approximately April 1, 2023 and ending March 31, 2024.
In response to a public advertisement of December 21, 2022, a bid opening was held on January 17, 2023.

Daigger, a Weber Scientific Company, Inc., the lowest responsible bidder for Group A, is proposing to perform the contract in accordance with the specifications. The estimated cost for Group A of this contract was $105,000.00, placing their bid of $90,709.31 approximately 13.61 percent below the estimate.
Jade Scientific, Inc., the lowest responsible bidder for Groups B and D, is proposing to perform the contract in accordance with the specifications. The estimated cost for Groups B and D of this contract was $105,000.00, placing their bid of $88,701.70 approximately 15.52 percent below the estimate.
Crown Packaging International, Inc., the lowest responsible bidder for Group C, is proposing to perform the contract in accordance with the specifications. The estimated cost for Group C of this contract was $82,000.00, placing their bid of $64,997.22 approximately 20.74 percent below the estimate.
The Multi-Project Labor Agreement (MPLA) is not applicable to this contract because it is primarily a furnish and deliver contract.
The Affirmative Action Ordinance, Revised Appendix D and Appendix V is not applicable because each group has an estimate that is less than the minimum threshold of $100,000.00 established by Section 4 of the Affirmative Action Ordinance.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 23-027-11, Group A to Daigger, a Weber Scientific Company, Inc., in an amount not to exceed $90,709.31, Groups B and D to Jade Scientific, Inc., in an amount not to exceed $88,701.70, and Group C to Crown Packaging International, Inc., in an amount not to exceed $64,997.22.
Purchase orders will be issued for the material as required. Payment will be based on the unit cost as indicated in the contract documents. No bid deposit is required for this contract.
