Consideration shall be a fee of $5,000.00

Dear Sir:
EA Engineering, Science, and Technology, Inc., PBC ("EA Engineering") has requested a 10-month permit to use approximately 400 sq. ft. of District Main Channel Parcel 15.05 located in Lockport, Will County, Illinois to launch and retrieve boats that collect and analyze aquatic species in the Main Channel. EA Engineering has previously been issued permits to launch boats for these same purposes.
Main Channel Parcel 15.05 is under lease to ACBL Transportation Services, LLC ("ACBL") for the operation of a barge transportation company, which commenced in 2016 and expires in 2055. The District reserved the right under ACBL's issue and renew permits granted by the District to various third-party entities to use Main Channel Parcel 15.05 for limited purposes, such as boat launching activities.
The District's technical departments have reviewed this request and have no objections thereto. The District’s minimum $5,000.00 permit fee is recommended because the fair market value of EA Engineering’s use of the parcel would yield a fee less than the District's minimum $5,000.00 fee.
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a 10-month permit to EA Engineering, Science, and Technology, Inc., PBC to use the access road and boat ramp located on approximately 400 sq. ft. of District Main Channel Parcel 15.05 in Lockport, Will County, Illinois, to launch and retrieve boats. Consideration shall be a fee of $5,000.00.
It is also requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute the permit agreement on behalf of the District after it is approved by the General Counsel as to form and legality.
