Dear Sir:

 

On April 20, 2023, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 23-114-11, Analysis of Per- and Polyfluoroalkyl Substances in Wastewater Samples.  The contract will expire on December 31, 2023.

 

In response to a public advertisement of May 24, 2023, a bid opening was held on June 13, 2023. The bid tabulation for this contract is:

 

                     ENVIRONMENTAL MONITORING AND TECHNOLOGIES, LLC                     $39,200.00

                     ALS GROUP USA CORP. D/B/A ALS ENVIRONMENTAL                     $47,712.00

                     EUROFINS ENVIRONMENT TESTING NORTH                                  $53,200.00

                    

Environmental Monitoring and Technologies, LLC, the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract was $53,300.00, placing their bid of $39,200.00 approximately 26.5 percent below the estimate.

 

The Multi-Project Labor Agreement was not included in this contract because the classification of work does not fall within the provisions of the MPLA.

 

The Affirmative Action Ordinance, Revised Appendix D is not included in this contract because the estimate is less than the threshold established by Section 4 of the Affirmative Action Ordinance.

 

There was no bid deposit required for this contract.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order for Contract 23-114-11 to Environmental Monitoring and Technologies, LLC, in an amount not to exceed $39,200.00.

 

Funds for the 2023 expenditures, in the amount of $39,200.00, are available in Account 101-16000-612490.
