Dear Sir:

 

Authorization is requested to issue a purchase order and enter into an agreement with Center for Personal Protection and Safety, Inc., to provide an active shooter and workplace violence training.

 

The purpose of this contract is to obtain training services to develop a customized AICC/SCORM compatible on-line, active shooter and workplace violence training program to be utilized on the District’s current learning management platform, Cornerstone OnDemand, for all employees.

 

On January 25, 2023, Conract 22-RFP-21 Active Shooter and Workplace Violence Training On-Line Course with Customization was advertised. The District received three (3) proposals on February 24, 2023 from the following vendors: Center for Personal Protection and Safety, Inc.; Dynamic Workforce Solutions, LLC dba Dynamic Works Institute; and To 11, LLC d/b/a To Eleven LLC. 

 

Six District employees, five members of the Human Resources Department and one member of the Procurement and Materials Management Department, reviewed each proposal.  Proposals were evaluated based on criteria such as:  understanding of the project, approach to work, experience completing projects of similar scope, technical competence, and cost.

 

Based on the initial evaluation, three (3) proposers were scheduled to present and respond to questions from the District’s evaluation team.  The proposers were then afforded the opportunity to submit an unqualified best and final offer (BAFO) to the Director of Procurement and Materials Management.

 

Based on the overall evaluation of the proposers, Center for Personal Protection and Safety, Inc. was selected to provide a customized active shooter and workplace violence on-line training program.

 

Center for Personal Protection and Safety, Inc. has significant relevant experience and a high level of competency to provide the services for developing an AICC/SCORM compatible on-line, active shooter and workplace violence training program.

 

Appendix A and Appendix V were not included because the estimate is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.

 

Inasmuch as the firm of Center for Personal Protection and Safety, Inc. possesses a high degree of professional skill, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement per Section 11.4 of the Purchasing Act, in an amount not to exceed $61,350.00.

 

Funds for the 2023 expenditure, in the amount of $61,350.00, are available in Account 101-25000-601100.
