Dear Sir:

 

Contract documents and specifications have been prepared for Contract 24-970-11, Janitorial Services at Various Locations, at the request of the Maintenance and Operations Department. The contract includes prevailing wage rates for janitorial services.

 

The purpose of this contract is to provide janitorial services at the Stickney WRP, Calumet WRP, Egan WRP, biosolids processing sites, and the Lockport Powerhouse for a three-year period. There will be four groups: Group A for the SWRP and biosolids processing sites, Group B for the Lockport Powerhouse, Group C for the Calumet WRP, and Group D for the Egan WRP. Separate contracts could be awarded for each group.

 

The estimated cost of this contract is not to exceed $1,647,000.00. The estimated 2024, 2025, and 2026 expenditures are $539,700.00, $549,000.00, and $558,300.00, respectively.

 

The Multi-Project Labor Agreement (MPLA) is not applicable because the classification of work does not fall within the provisions of the MPLA.

 

The Affirmative Action Ordinance Revised Appendix D will be included in Groups A and C of this contract. The type of work to be performed under the contract is within the “Miscellaneous Building Construction” category for establishing utilization goals for Minority-owned Business Enterprises (MBE) and Women-owned Business Enterprises (WBE). The utilization goals for this contract are 20% MBE and 10% WBE for Group A and 10% MBE and/or WBE for Group C.

 

The tentative schedule for this contract is as follows:

Award                                      December 7, 2023

Completion                        December 31, 2026

 

Funds are being requested in Account 101-69000-612490 and are contingent upon the Board of Commissioners’ approval of the District’s budget for 2024, 2025, and 2026.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 24-970-11.
