Authority to advertise Contract 10-047-3S North Shore 1 Rehabilitation, NSA, estimated cost between $41,325,000.00 and $50,025,000.00, Account 401-50000-645700, Requisition 1603453

Contract documents and specifications have been prepared for Contract 10-047-3S North Shore 1 Rehabilitation, NSA.

 

The purpose of Contract 10-047-3S is to rehabilitate the North Shore 1 intercepting sewer, including all associated manholes and structures. The portions of the sewer covered by this project have never been rehabilitated.

 

The contract consists of rehabilitating 10,108 feet of 6 foot x 9 foot diameter sewer, 4,164 feet of 6 foot x 8 foot diameter sewer, and 520 feet of 15-inch sewer by cured-in-place pipe lining and/or the segmental fiberglass lining method and/or the slip lining method, rehabilitating 22 manholes, constructing three new manholes and abandoning one manhole chamber on Evanston Intercepting Sewer No. 1, and modifying Tunnel and Reservoir Plan Drop Shaft DS-M105E.

 

The necessary right-of-way documents are being acquired and will be approved and finalized by the relevant parties prior to award.

 

It is estimated that roughly 230 full time equivalent jobs will be created during this contract period.

 

The engineer’s estimated cost for this contract is between $41,325,000.00 and $50,025,000.00. The estimated cost range will be stated in the advertisement for bids.

 

The bid deposit for this contract is $600,000.00.

 

The contract specifications require that all work commence 30 calendar days after approval of the contractor’s bond and shall be completed within 1,000 calendar days after approval of the contractor’s bond. Liquidated damages are $2,300.00 for each calendar day beyond the specified date for substantial completion and $800.00 for each calendar day beyond the specified date for final completion.

 

The Multi-Project Labor Agreement will be included in this contract. 

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The work under this contract should be classified as “General Construction.” The associated Minority-owned Business Enterprises (MBE) and Women-owned Business Enterprises (WBE) individual goals are: 7 percent MBE and/or WBE.

 

The tentative schedule for this contract is as follows:

Advertise                                          August 30, 2023

Bid Opening                       October 31, 2023

Award                                                               December 21, 2023

Completion                          September 29, 2026

 

Funds are available in Account 401-50000-645700.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 10-047-3S.
