Contract documents and specifications have been prepared for Contract 21-168-3S Westchester Pumping Station Relief Sewer, SSA.
The purpose of Contract 21-168-3S is to provide additional relief to both the District’s Berkley-Hillside Intercepting Sewer and the Broadview-Bellwood Intercepting Sewer during wet weather events. The Westchester Pumping Station was originally constructed in 1951 to provide relief to the aforementioned intercepting sewers by discharging combined sewer overflows into Addison Creek. The construction of the proposed relief sewer will directly connect from the Westchester Pumping Station and divert flow into the Roosevelt Road leg of the Tunnel and Reservoir Plan at drop shaft DS-D34-AI to reduce the frequency of combined sewer overflow events into Addison Creek.
The contract consists of installing approximately 275 linear feet of 45-inch diameter glass-fiber reinforced plastic pipe, one connecting structure, and paving and surface restoration work.
The necessary right-of-way documents are being acquired and will be approved and finalized by the relevant parties prior to award.
It is estimated that 35 full time equivalent jobs will be created during this contract period.
The engineer’s estimated cost for this contract is between $6,317,500.00 and $7,647,500.00. The estimated cost range will be stated in the advertisement for bids.
The bid deposit for this contract is $305,900.00.
The contract specifications require that all work commence 30 calendar days after approval of the contractor’s bond and shall be completed within 450 calendar days after approval of the contractor’s bond. Liquidated damages are $1,300.00 for each calendar day beyond the specified date for substantial completion and $600.00 for each calendar day beyond the specified date for final completion.
The Multi-Project Labor Agreement will be included in this contract.
The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The work under this contract should be classified as “General Construction.” The associated Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and Veteran-owned Business Enterprises (VBE) individual goals are: 15 percent MBE and/or WBE and 3 percent VBE.

Funds are available in Account 401-50000-645600.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 21-168-3S.
