Dear Sir:
Contract documents and specifications have been prepared for Contract 23-119-11 to provide a taxonomic algal assessment of the Upper North Shore Channel. This contract will end on approximately December 31, 2025.
This contract aims to conduct targeted phytoplankton and zooplankton taxonomic and biomass assessments on samples collected as part of the algal assessment of the upper North Shore Channel tentatively beginning November 2023 and ending December 2025. Data from this analysis will help determine whether there are changes in the phytoplankton and zooplankton communities that contribute to algal blooms. In addition, these data will help determine possible treatments and mitigation measures for algal blooms in the upper North Shore Channel.
The estimated cost for this contract is $15,200.00.
A bid deposit is not required for this contract.
The Multi-Project Labor Agreement (MPLA) is not applicable to this contract because the classification of work does not fall within the provisions of the MPLA.
The Affirmative Action Ordinance, Revised Appendix D is not included in this contract because the estimate is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.

Funds for the 2023 expenditure, in the amount of $2,060.00, are available in Account 101-16000-612490. The estimated 2024 and 2025 expenditures are $7,490.00 and $5,650.00, respectively, contingent on the Board of Commissioners’ approval of the District’s budget for those years.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 23-119-11.
