Contract documents and specifications have been prepared for Contract 22-094-3D, Rehabilitation of Elevated Deck and Boat Dock at North Branch Pumping Station, NSA.
The purpose of this project is to replace the nearly 100-year-old exterior concrete decking, stairs, boat dock, and architectural balustrades at the North Branch Pumping Station. While performing localized concrete repairs under previous Contract 16-079-3D, Rehabilitation of North Branch Pumping Station, NSA, it was discovered that the existing concrete was in worse condition than anticipated. Furthermore, it was determined that localized concrete repairs would not sufficiently address the extent of structural deterioration and a more comprehensive rehabilitation plan is required. This project replaces existing elevated concrete decking with new concrete decking supported by structural steel framing, installs new protective concrete jackets around existing concrete beams, replaces the deteriorated existing boat dock and stairs in-kind, and repairs large areas of the exterior deck walls. These structural modifications and repairs will extend the useful life of the structure and ensure the pumping station facility remains operational.
The project consists of the following:
1. Removal and replacement of exterior elevated concrete deck at EL. +20’-0”, concrete stairs to EL. +20’-0” deck, boat dock at EL. +1’-7”, boat dock stairs and stair landings, and stair/dock support brackets and associated appurtenances.
2. Installation of structural steel framing and metal form deck to support new elevated concrete slab at EL. +20’-0”.
3. Repair of existing elevated concrete beams and concrete walls of the pumping station deck.
4. Installation of architectural cast stone balustrade at deck curbs, stairs, and landings and new outdoor lighting.
5. Removal of existing glass block windows and installation of new mechanical intake louvers.
6. Replacement of existing 120/208V Lighting Switchboard and installation of new 120/208V Panelboard LP-5 and Modification of MCC-P1 to power new louver actuators and installation of District supplied Automatic Transfer Switch in MCC-P2.
7. Removal of asphalt pavement and concrete curbs in the south driveway and replacement with concrete pavement and curbs.
8. Removal of two existing timber tide gates and replacement with new metal flap gates in the connecting structure at Drop Shaft DS-M91 located adjacent to the NBPS.
9. Other work as shown in the specifications and plans, including all incidental work.
It is estimated that 72 jobs will be created or saved as a result of the award of this contract with an estimated 44,761 man-hours of skilled trades utilized.
The estimated cost for this contract is between $14,250,000.00 and $17,250,000.00. The cost range will be stated in the advertisement for bids.
The bid deposit for this contract is $600,000.00.
The contract specifications require that all work commence 30 calendar days after approval of the contractor’s bond and shall be completed within 730 calendar days after approval of the contractor’s bond. Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion and $200.00 for each calendar day that the contractor is in default of the time specified for completion of the entire work.
The Multi-Project Labor Agreement will be included in this contract.
The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The type of work to be performed under the contract is within the “General Construction” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and Veteran-owned Business Enterprises (VBE) utilization goals. The MBE, WBE, and VBE utilization goals for this contract are 20 percent MBE, 10 percent WBE and 3 percent VBE.

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 22-094-3D.
