Dear Sir:

 

Contract documents and specifications have been prepared to provide inspection, maintenance, and repair of lysimeters located at various biosolids drying sites, and groundwater monitoring wells at various locations within the Tunnel and Reservoir Plan (TARP) system. This contract begins approximately January 1, 2024, and ends on December 31, 2025.

 

The primary goal of this contract is to ensure the proper functioning of all lysimeters and TARP groundwater monitoring wells. This ensures the collection of groundwater samples, providing essential water monitoring data to the Illinois Environmental Protection Agency. This effort is necessary to meet regulatory requirements for both drying biosolids and the operations of the TARP system.

 

The estimated cost for this contract is $52,500.00. The estimated 2024 and 2025 expenditures are $25,000.00 and $27,500.00, respectively.

 

A bid deposit is not required for this contract.

 

The Multi-Project Labor Agreement (MPLA) is not applicable to this contract because the classification of work does not fall within the provisions of the MPLA.

 

The Affirmative Action Ordinance, Revised Appendix D is not included in this contract because the estimate is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.

 

The tentative schedule for this contract is as follows:

Advertise                          October 4, 2023

Bid Opening                  October 24, 2023

Award                                                    December 7, 2023

Completion                     December 31, 2025

 

Funds for years 2024 and 2025 are budgeted in Account 101-16000-612490 and are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 24-100-11.
