TRANSMITTAL LETTER FOR BOARD MEETING OF SEPTEMBER 7, 2023

COMMITTEE ON Procurement

Mr. Brian A. Perkovich, Executive Director

Title

Authority to advertise Contract 23-RFP-11 Individual Coaching and Training Services for a Three-Year Period, estimated cost $125,000.00, Account 101-25000-601100, Requisition 1601270

Body

Dear Sir:

Request for proposal documents have been prepared for individual coaching and training services for a three-year period at the request of the Human Resources Department.

The purpose of this contract is to engage the services of a firm to conduct individual coaching for selected managers whose current needs include progressive corrective coaching (PCC); improving effective communication skills in employee interactions; acknowledging and handling different work styles among employees; improving skills in managing different workplace personalities; improving coaching and leadership skills; handling difficult situations and conversations with diplomacy and tact; and learning to create a motivating environment.  The selected firm must conduct validated assessments of managers to provide feedback and coaching services to each participant over the span of the contract, as needed. As an option, the District may request that the firm create individual development plans based on assessment results and performance feedback. The goal is to refine the managers’ existing skills or acquire new skills required to develop, lead and coach their own teams successfully.

The estimated cost is not to exceed $125,000.00. The estimated costs for budgeted years 2023, 2024, 2025, and 2026 is $20,000.00, $35,000.00, $35,000.00, and $35,000.00, respectively.

A bid deposit is not required for this request for proposal.

The Diversity Section reviewed the request for proposal and concluded that Affirmative Action Ordinance Revised Appendix A and the Appendix V goals are not applicable since these types of services are typically performed by a single provider at the provider’s facility which does not allow for any subcontracting opportunities.

The tentative schedule for this contract is as follows:

Advertise                                                               September 13, 2023

Proposals Received            October 13, 2023

Award                                                                                    November 16, 2023

Completion                                                               November 12, 2026

Funds are available in Account 101-25000-601100 for 2023. Funds for years 2024, 2025, and 2026 are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 23-RFP-11.

Requested, Thaddeus J. Kosowski, Director of Human Resources, TJK:RJB:TP

Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management
