TRANSMITTAL LETTER FOR BOARD MEETING OF SEPTEMBER 7, 2023

COMMITTEE ON PROCUREMENT

Mr. Brian A. Perkovich, Executive Director

Title

Report on rejection of proposals for Contract 22-RFP-25, Compensation and Benefits Study, estimated cost $90,000.00

Body

Dear Sir:

On December 15, 2022, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 22-RFP-25, Compensation and Benefits Study.

On January 18, 2023, the request for proposal was advertised and responses were received on February 17, 2023.

The tabulation of proposers are as follows:

KORN FERRY

A review by the Human Resources committee indicated that the sole bid and final offer is approximately 67% over the estimate.  Given the significant higher cost and that Diversity goals were not applicable, it is in the public’s best interest to reject the sole proposal. Therefore, the Director of Procurement and Materials Management has informed Korn Ferry that their proposal is being rejected in the public's best interest.

The Human Resource Department will submit an amended authority to advertise board transmittal letter for this RFP at the same board meeting.

The Human Resources Department will revised the request for proposal and advertise this RFP in the near future.

Requested, Thaddeus J. Kosowski, Director of Human Resources

Respectfully Submitted, Darlene A. LoCascio, Director of Procurement and Materials Management, DAL:SEB:gv
