Contract documents and specifications have been prepared for Contract 19-083-3P Upgrade Wilmette Lift Station, NSA.
The purpose of this project is to upgrade the Wilmette Lift Station to include rehabilitation of the existing concrete structure, removal of existing equipment and discharge piping under the bridge, installation of new pumps, piping and distributed control system (DCS) controls, and appurtenances as needed. The work is necessary because of deterioration of the existing concrete structure, equipment and discharge piping. Presently, the lift station does not have DCS controls. The new DCS controls will allow the lift station to be monitored from the control room at the O’Brien WRP.
The project consists of the following:
1. Removal of the existing single in-line 1,200 GPM pump and related equipment and demolition of deteriorated concrete shelf inside of the structure. Installation of two new 1,200 GPM submersible centrifugal pumps in the dry-well to improve performance and reliability of the station. Pumps will alternate to obtain equal wear. Parallel arrangement will allow maintenance of individual pumps in the system without shutting down the entire system.
2. Replacement of the 8-inch and 10-inch diameter cast iron discharge pipe. New pipe will be installed with thermal insulation and heat tracing. New supports will be provided under the bridge.
3. Installation of an upgraded electrical system for powering and lighting.
4. Installation of DCS controls and connection to the DCS system, to allow monitoring of pumps from the control room located at O’Brien WRP.
It is estimated that eight jobs will be created or saved as a result of award of this contract with an estimated 3,313 man-hours of skilled trades utilized.
The estimated cost for this contract is between $1,529,285.00 and $1,851,240.00. The cost range will be stated in the advertisement for bids.
The bid deposit for this contract is $93,000.00.
The contract specifications require that all work shall be completed within 365 days after approval of the contractor’s bond. Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion and $200.00 for each calendar day that the contractor is in default of the time specified for completion of the entire work.
An IEPA Construction Permit is not required for this project.
The Multi-Project Labor Agreement will be included in this contract.
The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The type of work to be performed under the contract is within the “Mechanical” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE) and Veteran-owned Business Enterprises (VBE) utilization goals. The tailored MBE, WBE and VBE utilization goals for this contract are: 12 percent MBE and/or WBE and 3 percent VBE.

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 19-083-3P.
