Contract documents and specifications have been prepared for Contract 24-691-11, Truck Hauling of Processed Solids for LASMA and CALSMA, at the request of the Maintenance and Operations Department.
The contract is for loading and transporting biosolids to drying areas and various controlled solids distribution sites, such as golf courses and park districts. There will be two groups: Group A for LASMA and Group B for CALSMA. Separate contracts could be awarded for each group.
The estimated cost for this contract is not to exceed $5,464,000.00. The estimated 2024, 2025, and 2026 expenditures are $1,200,500.00, $2,731,000.00, and $1,532,500.00, respectively.
The Multi-Project Labor Agreement (MPLA) will not be included in this contract because the classification of work does not fall within the provisions of the MPLA.
The Affirmative Action Ordinance Revised Appendix D will be included in this contract. The type of work to be performed under the contract is classified as “Hauling Services” for establishing utilization goals. The utilization goals for this contract are 20% Minority-owned Business Enterprises (MBE), 13% Women-owned Business Enterprises (WBE), and 3% Veteran-owned Business Enterprises (VBE).

Award February 15, 2024
Completion February 14, 2026
Funds are being requested in 2024 in Accounts 101-68000/69000-612520. Funds for the subsequent years, 2025 and 2026, are contingent upon the Board of Commissioners’ approval of the District’s budget for those years.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 24-691-11.
