Body

Dear Sir:

Contract documents and specifications have been prepared to provide maintenance, repairs, and parts for boats, outboard motors, and trailers for the Monitoring and Research (M&R) Department by a marine services provider. This contract will begin on approximately February 1, 2024 and will end on December 31, 2025.

The purpose of this contract is to provide maintenance, repairs, and parts as needed for the PC30 boat, electro-fishing boats, small work boats, outboard motors, and trailers used by the M&R Department of the Metropolitan Water Reclamation District of Greater Chicago (District) for navigating portions of the Chicago Area Waterway System and other river systems in the District’s service area, to support various research projects, and to perform monitoring to comply with the National Pollutant Discharge Elimination System permit requirements. These small boats can be trailered to a contractor for services.

The estimated cost for this contract is $25,000.00. The estimated 2024 and 2025 expenditures are $12,500.00 and $12,500.00, respectively.

A bid deposit is not required for this contract.

The Multi-Project Labor Agreement (MPLA) will not be included in this contract because the classification of work does not fall within the provisions of the MPLA.

The Affirmative Action Ordinance, Revised Appendix D is not included in this contract because the estimate is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.

The tentative schedule for this contract is as follows:

Advertise                     November 29, 2023

Bid Opening                     December 12, 2023

Award                     February 1, 2024

Completion                     December 31, 2025

Funds are being requested for 2024 and 2025, in Account 101-16000-612790, and are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 24-102-11.

Requested, Edward W. Podczerwinski, Director of Monitoring and Research, EWP:RA:HZ:DG:ae

Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management

Respectfully Submitted, Marcelino Garcia, Chairman Committee on Procurement
