Contract documents and specifications have been prepared for Contract 01-103-AS 39th Street Conduit Rehabilitation - Phase II, SSA.

 

The purpose of Contract 01-103-AS is to rehabilitate the 39th Street Conduit from the west side of Halsted Street to the Racine Avenue Pumping Station, including associated manholes and structures. 

 

The contract consists of rehabilitating approximately 367 feet of 24’-0”x27’-0” semi-elliptical concrete sewer and 2,466 feet of 22’-0”x23’-0” semi-elliptical concrete sewer by geopolymer and/or channel lining systems, 447 feet of 12’-0”x16’-0” rectangular double barrel concrete sewer spall repairs, ten (10) connecting structures by geopolymer lining, and six (6) manholes by spray-applied lining. Work on this project follows Phase 1, Contract 01-103-2S, which created a deep tunnel along the same right of way, which was completed in 2013, and can be utilized by the Contractor for flow bypass during Construction.

 

It is estimated that 131 jobs will be created or saved as result of award of this contract, with an estimated 98,975 man-hours of skilled trades utilized.

 

The engineers estimated cost for this contract is between $27,930,000.00 and $33,810,000.00. The cost range will be stated in the advertisement for bids.

 

The bid deposit for this contract is $600,000.00.

 

The contract specifications require that all work commence 30 calendar days after approval of the contractor’s bond and shall be completed within 730 calendar days after approval of the contractor's bond. Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion, $200.00 for each calendar day that the contractor is in default of the time specified for completion of the entire work, $100 for each calendar day that the contractor is in default of the time indicated for the submission of the “As-Planned” work Schedule, and $1,000 for each calendar day that the contractor is in default specified for fluming and by-passing.

 

The Multi-Project Labor Agreement (MPLA) will be included in this contract.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The type of work to be performed under the contract is within the "Construction Services" category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and/or Veteran-owned Business Enterprises (VBE) utilization goals. The MBE and/or WBE and VBE utilization goals for this contract are: 12 percent MBE and/or WBE and 3 percent VBE. The requirements of the special training provisions for apprentices are 2,770 minority and 980 female hours for the purpose of this contract.

 

The tentative schedule for this contract is as follows:

Funds are being requested in 2024, in Account 401-50000-645700, and are contingent on the Board of Commissioners’ approval of the District’s budget for that year.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 01-103-AS.
