Dear Sir:

 

Contract documents and specifications have been prepared for Contract 21-611-21, HVAC Improvements at Various Locations, at the request of the Maintenance and Operations Department.

 

The purpose of this contract is to rehabilitate heating, ventilation, and air conditioning (HVAC) systems at the Stickney, Calumet, Egan, and O’Brien Water Reclamation Plants. There will be three groups: Group A for the Stickney Service Area, Group B for the North Service Area, and Group C for the Calumet Service Area. Separate contracts could be awarded for each group.

 

The estimated cost of this contract is $24,002,655.00. The estimated 2024, 2025, 2026, and 2027 expenditures are $3,985,523.00, $13,099,469.00, $5,795,784.00, and $1,121,879.00, respectively.

 

The bid deposit for this contract is $960,000.00.

 

The Multi-Project Labor Agreement (MPLA) will be included in this contract.

 

The Affirmative Action Ordinance Revised Appendix D and Appendix V will be included in this contract. The type of work to be performed under the contract is within the “Mechanical” category for establishing utilization goals for Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and Veteran-owned Business Enterprises (VBE). The utilization goals for this contract are 20% MBE, 9% WBE, and 3% VBE for each group. A supplier’s exception is recommended for Groups A and B.

 

The tentative schedule for this contract is as follows:

Bid Opening                       April 30, 2024

Award                                                               July 11, 2024

Completion                          December 31, 2027

 

Funds for 2024 are available in Account 201-50000-645780. Funds for the subsequent years, 2025, 2026, and 2027, are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 21-611-21.
