Dear Sir:

 

Contract documents and specifications have been prepared for Contract 14-253-5F, Flood Control Project on Midlothian Creek in Robbins, Illinois.

 

The purpose of this contact is to provide streambank stabilization, riparian improvements, and instream habitat improvements of Midlothian Creek to construct rain gardens and vegetated swales in the residential area immediately west of Kedzie Avenue between 137th Street and 139th Street, and to construct a stormwater pond with a storage capacity of 28.5 acre-feet. This project will reduce flood damages from over 92 structures. These stormwater improvements will be connected to the Cal-Sag Channel through a diversion channel that was constructed under Contract 14-253-AF, Diversion Channel for Flood Control Project on Midlothian Creek in Robbins, CSA, scheduled to reach final completion in April 2024.

 

It is estimated that 84 jobs will be created or saved as a result of the award of this contract with 52,986 man-hours of skilled trades utilized.

 

The estimated cost for this contract is between $17,225,823.70 and $20,852,312.90.

 

The bid deposit for this contract is $600,000.00.

 

The contract specifications require that all work commence 30 calendar days after approval of the contractor’s bond and shall be completed within 540 calendar days after approval of the contractor’s bond. Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for achieving substantial work completion and $200.00 for each calendar day that the contractor is in default of the time specified for completion of the entire work.

 

The Multi-Project Labor Agreement will be included in this contract.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The type of work to be performed under the contract is within the “General and Heavy Construction” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and Veteran-owned Business Enterprises (VBE) utilization goals. The MBE, WBE, and VBE utilization goals for this contract are: 20 percent MBE, 10 percent WBE, and 3 percent VBE.

 

The tentative schedule for this contract is as follows:

Funds in the amount of $4,870,900.00 are available in Account 501-50000-645620 in 2024. Funds in Account 501-50000-645620 in the amount of $13,261,546.00 for 2025 are contingent on the Board of Commissioners’ approval of the District’s budget for that year.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 14-253-5F.
