Report on rejection of bids for Contract 24-698-11, Underground Utility Locating and Marking, estimated cost $660,000.00

Dear Sir:

 

On September 7, 2023, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 24-698-11, Underground Utility Locating and Marking.

 

In response to a public advertisement of November 8, 2023, a bid opening was held on December 5, 2023. The bid tabulation for this contract is:

 

HBK ENGINEERING LLC                     $654,500.00

BADGER DAYLIGHTING CORP                     $659,975.00

 

A review of the low bidder, HBK Engineering, LLC, revealed that their bid indicated their intent to negotiate the terms of the contract documents. The firm was advised and thereafter retracted their bid due to their inability to accept the District’s terms and conditions under this contract.

 

A review by the Maintenance and Operations Department of the documentation submitted by the second lowest bidder, Badger Daylighting Corporation, listing the number of  completed projects and references for those projects concluded that this bidder does not have three years of proven satisfactory experience for work of similar size and scope, and therefore does not fully comply with the terms and specifications of the contract. Badger has experience physically marking utilities in the field but does not have experience managing intake of utility locate requests on a 24/7 basis, screening locate requests, and clearing locate requests.

 

Therefore, the Director of Procurement and Materials Management has notified HBK Engineering, LLC, and Badger Daylighting Corporation, that their bids are rejected in the public’s best interest.

 

The Maintenance and Operations Department will advertise this contract as an RFP in the future.
