Dear Sir:
On December 21, 2023, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 24-624-11, Main Street Bridge Expansion Joint Replacement.
In response to a public advertisement of April 17, 2024, a bid opening was held on May 14, 2024. The bid tabulation for this contract is:
AREATHA CONSTRUCTION CO., INC. $237,588.40
The sole bid from Areatha Construction Co., Inc. (Areatha), is considered non-responsive and rejected. A review by the Acting Diversity Administrator revealed that Areatha listed themselves as an MBE firm on their utilization plan but did not include a Subcontractors Letter of Intent for themselves as required with their bid. Therefore, Areatha did not comply with Affirmative Action Ordinance Revised Appendix D under Section 15, Utilization Plan Submission (d) and Section 16, Bid Submission Compliance Review (a)(i). The Director of Procurement and Materials Management has notified Areatha of this action.
The Maintenance and Operations Department will re-advertise this contract.
