Dear Sir:

 

On September 7, 2023, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 23-621-11, Rehabilitation of Raw Sewage Pump Rotating Assemblies at Various Locations.

 

In response to a public advertisement of April 3, 2024, a bid opening was held on May 7, 2024. The bid tabulation for this contract is:

 

GROUP A:  RAW SEWAGE PUMP ROTATING ASSEMBLIES IN THE NORTH SERVICE AREA

GROUP B:  RAW SEWAGE PUMP ROTATING ASSEMBLIES IN CALUMET AND STICKNEY SERVICE AREA

XYLEM WATER SOLUTIONS USA INC                                                                                                                              $4,516,400.00

 

GROUP C:  GATE VALVE AT THE STICKNEY WATER RECLAMATION PLANT

PUMPING SOLUTIONS, INC.                                                                                                                                                                        $159,429.00

 

Pumping Solutions, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract is $7,194,300.00, placing their bid of $6,173,742.00, approximately 14.1 percent below the estimate.

 

The Multi-Project Labor Agreement (MPLA) will not be included in this contract because the work will be performed off-site at the contractor’s facility.

 

The Affirmative Action Ordinance Revised Appendix D will not be included in this contract because there are no MBE/WBE/VBE firms available to perform the scope of work.

 

The contract shall commence upon approval of the contractor’s bond and shall terminate by December 31, 2026.

 

The contract will require approximately eighteen (18) people for the services.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 23-621-11, Groups A, B, and C, to Pumping Solutions, Inc., in an amount not to exceed $6,173,742.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

Funds for the 2024 expenditures, in the amount of $1,724,083.00, are available in Accounts 101-67000/68000/69000-612600. Estimated expenditures for 2025 are $2,724,590.00, and for 2026 are $1,725,069.00. Funds for the 2025 and 2026 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
