Dear Sir:

 

Contract documents and specifications have been prepared for Contract 17-273-4P Furnish and Install Odor Control System at Thornton Reservoir.

 

The purpose of this contract is to install an odor control system to treat odor emissions from the 63 feet diameter gate shaft and the 30 feet diameter construction shaft, located northeast of the Thornton Reservoir. The activated carbon units will remove 99 percent of the hydrogen sulfide (H2S) at the maximum H2S concentration of 50 parts per million.

 

The project consists of the following:

 

1.                     Construction of the 13,500 cubic feet per minute odor control systems for the gate and construction shafts including carbon filters, in line fans with 40 HP motors, and associated ductwork between carbon filters and shaft covers.

2.                     Installation of rubber flaps over the 63 feet diameter gate shaft grating and 30 feet diameter construction shaft grating.

3.                     Construction of concrete pads for equipment.

4.                     Furnishing and installing conduit and cable, starters, breakers, etc., and tie-in to the existing electrical distribution system.

5.                     All other work as shown on the plans and as specified herein.

 

It is estimated that 17 jobs will be created or saved as a result of award of this contract with an estimated 1,527 man-hours of skilled trades utilized.

 

The estimated cost for this contract is between $3,693,496.00 and $4,471,074.00. The cost range will be stated in the advertisement for bids.

 

The bid deposit for this contract is $224,000.00.

 

The contract specifications require that all work shall be completed within 365 days after approval of the contractor’s bond. Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion and $200.00 for each calendar day that the contractor is in default of the time specified for completion of the entire work.

 

An IEPA Construction Permit is not required for this project.

 

The Multi-Project Labor Agreement will be included in this contract.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The type of work to be performed under the contract is within the “construction services” category for establishing Minority-owned Business Enterprises (MBE), and/or Women-owned Business Enterprises (WBE) and Veteran-owned Business Enterprises (VBE) utilization goals. The tailored MBE, WBE and VBE utilization goals for this contract are: 20 percent MBE, 10 percent WBE and 3 percent VBE.

 

The tentative schedule for this contract is as follows:

Completion                                          December 8, 2025

 

Funds are available in Account 401-50000-645620.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 17-273-4P.
