Dear Sir:

 

On August 10, 2023, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 23-RFP-07, Small Business Program.

 

On January 3, 2024, the request for proposal was advertised and responses were received on February 2, 2024.

 

The tabulation of proposers are as follows:

 

INDEP CHICAGO LLC

MHJOHNSON & ASSOCIATES, INC

PONDER DIVERSITY GROUP LLC

ROADS CONSULTING GROUP

U. S. MINORITY CONTRACTORS ASSOC (USMCA)

 

The Department of General Administration, Diversity Section, has requested that all proposals submitted be rejected. Under Vendor qualification section, the language used states that the proposer must demonstrate that it has a minimum of ten (10) consecutive years of experience providing consulting, training, and program implementation services comparable to those described in Section II, Scope of Work. Due to this ten (10) consecutive year requirement, three out of five firms will be disqualified for consideration and limit our pool of proposers.

 

Therefore, the bids are rejected based on the above information and in the public’s best interest. The Director of Procurement and Materials Management has notified all bidders above of this action.

 

The Diversity Section will revise the RFP prior to re-advertising in the near future.
