Dear Sir:

 

Authorization is requested to issue a purchase order and enter into an agreement with Shimadzu Scientific Instruments, Inc. (Shimadzu) to furnish, deliver, and install a High-Temperature Combustion Total Organic Carbon (TOC) Analyzer (TOC-L), associated accessories, and preventive maintenance in the Analytical Laboratory at the Egan Water Reclamation Plant. The purchase order will include a warranty period of three years for preventive maintenance.

 

The Shimadzu TOC-L Analyzer is specifically designed for analyzing TOC, the Egan Laboratory analyzes TOC to comply with NPDES permits and to support process control monitoring. The Shimadzu TOC-L Analyzer is the only analyzer on the market that offers the unique combination of features needed by the District. The TOC-L provides automation with a robotic system, includes a built-in air purifier, a feature that eliminates the need for regular replacement of high-purity air tanks, which is a reoccurring consumable expense of other TOC analyzers. Included with the TOC-L is Shimadzu's interactive customer support which helps ensure continuous and reliable operation, thereby increasing overall productivity.

 

Shimadzu, the sole service provider of the TOC-L analyzer, associated accessories, and preventive maintenance, has submitted prices for the required equipment and services. Inasmuch as Shimadzu is the only source of supply for the equipment and services required, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act). 

 

Shimadzu is registered and in good standing with the State of Illinois.

 

The Multi-Project Labor Agreement and Affirmative Action Appendix A are not applicable due to the specialized nature of the services required.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement with Shimadzu, in an amount not to exceed $59,259.94.

 

Funds for the 2024 expenditure, in the amount of $59,259.94, available in Accounts 101-16000-612970, and 634970.
