COMMITTEE ON PROCUREMENT

Mr. Brian A. Perkovich, Executive Director

Title

Authority to advertise Contract 24-111-11 Flow Measurements for South Park Intercepting Sewers, estimated cost $62,500.00, Account 101-16000-612430, Requisition 1621276

Body

Dear Sir:

Contract documents and specifications have been prepared for Contract 24-111-11 Flow Measurements for South Park Interceptor Sewers in the Calumet Water Reclamation Plant service area. The contract is for one-month sewer flow measurements, beginning approximately November 15, 2024, and ending December 31, 2024.

The purpose of this contract is to obtain 15-minute interval flow rates at four locations along the South Park Intercepting Sewers on the south side of the City of Chicago over a period of one month. The Metropolitan Water Reclamation District of Greater Chicago (District) is undertaking a sewer modeling project for these intercepting sewers to evaluate potential corrosion. Corrosion in sewer systems, often caused by the formation of hydrogen sulfide (H2S), can lead to structural damage, costly repairs, and service disruptions. Understanding the flow rates is crucial for assessing the hydraulic conditions that contribute to H2S formation and subsequent corrosion. Accurate flow measurement data will provide the necessary information to develop an effective model, identify areas at risk, and implement preventive measures. This data is essential for the successful execution of the project and for ensuring the long-term integrity of the sewer infrastructure.

The estimated cost for this contract is $62,500.00.

A bid deposit is not required for this contract.

The Multi-Project Labor Agreement (MPLA) is not applicable to this contract because the classification of work does not fall within the provisions of the MPLA.

The Affirmative Action Ordinance, Revised Appendix D is not included in this contract because the estimate is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.

The tentative schedule for this contract is as follows:

Advertise                     September 11, 2024

Bid Opening                     October 1, 2024

Award                     November 7, 2024

Completion                     December 31, 2024

Funds are available in account 101-16000-612430.

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 24-111-11.
