Contract documents and specifications have been prepared for Contract 23-416-2S, Kirie - Egan Solids Pipeline Rehabilitation Section No.1, NSA.

 

The purpose of Contract 23-416-2S is to rehabilitate the Kirie-Egan Solids Pipeline between stations 0+00 and 27+05, including all associated manholes and structures. The existing solids pipeline was originally constructed in 1978 under Contract 71-311-2S to transport activated sludge from the Kirie Water Reclamation Plant (WRP) to the Egan WRP for treatment and final disposal. Since July 2023, there have been a total of five (5) pipeline breaks requiring emergency repair. In order to increase the reliability of the pipeline conveyance between the Egan and Kirie WRPs, the pipeline needs to be rehabilitated. The existing Kirie-Egan Solids Pipeline is a total of 29,600 linear feet in length and will therefore be rehabilitated under four separate, sequential contracts with contract 23-416-2S being the first section.

 

The contract consists of the rehabilitation of 2,705 linear feet of 18” diameter ductile iron force main by cured-in place pipelining, rehabilitation of four (4) structures, removal and replacement of existing piping and valves in four (4) structures, sewer cleaning, and surface restoration work.

 

It is estimated that 25 jobs will be created or saved as result of award of this contract, with an estimated 10,220 man-hours of skilled trades utilized.

 

The engineer’s estimated cost for this contract is between $4,560,000.00 and $5,520,000.00. The estimated cost range will be stated in the advertisement for bids.

 

The bid deposit for this contract is $250,000.00.

 

The contract specifications require that all work commence 30 calendar days after approval of the contractor’s bond and shall be completed within 550 calendar days after approval of the contractor’s bond. Liquidated damages are $1,200.00 for each calendar day beyond the specified date for substantial completion and $400.00 for each calendar day beyond the specified date for final completion.

 

The Multi-Project Labor Agreement will be included in this contract.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The work under this contract should be classified as “Construction Services.” The associated Minority-owned Business Enterprise (MBE), Women-owned Business Enterprise (WBE), and Veteran-owned Business Enterprise (VBE) individual goals are: 4% MBE and/or WBE and 3% VBE. The requirements of the Special Training Provisions for Apprentices are 380 minority and/or female hours for the purpose of this contract.

 

The tentative schedule for this contract is as follows:

Funds are being requested in 2025 and 2026, in Account 201-50000-645750, and are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 23-416-2S, Kirie - Egan Solids Pipeline Rehabilitation Section No.1, NSA.
