Contract documents and specifications have been prepared for Contract 23-169-1S McCook Reservoir Stage 1 Sediment Removal.

 

The purpose of Contract 23-169-1S is for the removal and disposal of deposited sediment within Stage 1 of the McCook Reservoir and the removal and disposal of an existing steel aerator pole in Stage 1 of the McCook Reservoir. Since operation, Stage 1 of the McCook Reservoir has experienced a total of 263 fill events capturing over 118 billion gallons of combined sewer overflows through May of 2024. With continued operation of the reservoir, sludge and sediment has been observed settling at the bottom of the reservoir. The accumulating sludge and sedimentation occurring along the Stage 1 reservoir floor is reducing the overall volume capacity of the reservoir and therefore needs to be removed and sent to a landfill. Also, an existing aerator pole in Stage 1 of the McCook Reservoir collapsed after a fill event. To investigate the structural failure of the aerator pole, the pole will be removed, examined, and ultimately disposed of.

 

The contract consists of the removal and disposal of approximately 56,000 cubic yards of sediment by means of mechanical trucking and removal of one (1) steel aerator pole from Stage 1 of the McCook Reservoir.

 

The contract staging limits will occur on District property where right-of-way documents will not be required.

 

It is estimated that 39 jobs will be created or saved as result of award of this contract, with an estimated 15,504 man-hours of skilled trades utilized.

 

The engineer’s estimated cost for this contract is between $9,262,500.00 and $11,212,500.00. The estimated cost range will be stated in the advertisement for bids.

 

The bid deposit for this contract is $450,000.00.

 

The contract specifications require that all work will commence 30 calendar days after approval of the contractor’s bond and shall be completed within 550 calendar days after approval of the contractor’s bond. Liquidated damages are $1,400.00 for each calendar day beyond the specified date for substantial completion and $500.00 for each calendar day beyond the specified date for final completion.

 

The Multi-Project Labor Agreement will be included in this contract.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The work under this contract should be classified as “General Construction.” The associated Minority-owned Business Enterprise (MBE), Women-owned Business Enterprise (WBE), and Veteran-owned Business Enterprise (VBE) individual goals are: 20% MBE, 10% WBE, and 3% VBE. The requirements of the Special Training Provisions for Apprentices are 410 minority and/or female hours for the purpose of this contract.

 

The tentative schedule for this contract is as follows:

Funds are being requested in 2025 and 2026, in Account 101-50000-612620, and are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 23-169-1S McCook Reservoir Stage 1 Sediment Removal, SSA.
