Request for Proposal (RFP) documents have been prepared for Agreements for Professional Development Program for Management Development and Information Technology for Years 2025-2027 at the request of the Human Resources Department.
The purpose of this contract is to select universities or other organizations experienced in the development and delivery of professional training to provide courses and seminars for management development and information technology on a variety of topics over a three-year period. This is an indefinite delivery, indefinite quantity contract to provide specialized training on an as-needed basis. The courses and workshops are typically one (1) to five (5) days in duration and cover introductory to advanced level topics. The delivery of the trainings will be either in-person or on-line, depending on the courses or workshops. On-line trainings may be conducted via video conferencing, on-line meetings, screen sharing and webinars by use of computers, audio, and internet access. Vendors approved under Contract 24-RFP-10 will be selected for individual training projects based on their expertise and experience providing courses and/or seminars in that specific topic area.
There is no cost estimate for this contract because it is an indefinite delivery, indefinite quantity contract that will be used on an “as needed” basis. Any individual training project with a cost of $10,000.00 or more will be presented to the Board of Commissioners for approval.
A bid deposit is not required for this request for proposal.
The Diversity Section reviewed the request for proposal to determine if Affirmative Action Ordinance Revised Appendix A goals will apply. The individual contracts for these services, none of which will exceed $100,000.00, will begin in 2025 and conclude in 2027. Pursuant to the District’s Affirmative Action Appendix A - Consultant Contract at Section 4. Contract Goals (a), Affirmative Action participation goals are applicable where the total approved expenditure exceeds $100,000.00. Therefore, Appendix A will not be included. Its exclusion is also based upon the determination that services associated with this project do not offer practical or cost-effective opportunities for direct or indirect subcontracting.

Completion Date December 31, 2027
Funds for years 2025, 2026, and 2027 are contingent on the Board of Commissioners’ approval of the District’s budgets for those years.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 24-RFP-10.
