Dear Sir:
On February 15, 2024, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 20-861-2E, Replacement of Telemetry, Various Locations.
In response to a public advertisement of April 10, 2024, a bid opening was held on May 14, 2024. The bid tabulation for this contract is:
BROADWAY ELECTRIC, INC. $2,592,233.00
WILLIAM T. CONNELLY, INC. DBA CONNELLY ELECTRIC CO. $3,153,600.00
Broadway Electric, Inc. (Broadway), is considered non-responsive and rejected. The Acting Diversity Administrator reviewed the Revised Appendix D utilization plan submitted by Broadway and determined that the Subcontractor’s Letter of Intent for their WBE did not contain a dollar value for work and was not signed by the WBE as required in the Ordinance under Section 15, Utilization Plan submission (d) and Section 16, Bid Submission in Compliance Review (a)(i). The Director of Procurement and Materials Management has notified Broadway Electric, Inc.of this action.
William T. Connelly, Inc. dba Connelly Electric Co.(Connelly), the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost range for this contract is $1,710,000.00 to $2,070,000.00, placing their bid of $3,153,600.00 approximately 52.3 percent over the high end of the estimated cost range.
Connelly has executed the Multi-Project Labor Agreement (MPLA) Certificate as required. It is anticipated that the following trades will be utilized on this contract: electrician, laborer, operator, skilled workers, and truckdriver. The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.
The Minority Business Enterprise (MBE), Women Business Enterprise (WBE), and Veteran-Owned Business Enterprise (VBE) utilization goals for this contract are 13 percent MBE, 7 percent WBE, and 3 percent VBE.
Connelly is in compliance with the Affirmative Action Ordinance Revised Appendix D and Appendix V as indicated on the attached report. The bidder has committed to the following utilization goals for this contract: 13 percent MBE 8 percent WBE and 3 percent VBE.
The contract will require approximately eight (8) people for the services.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 20-861-2E to William T. Connelly, INC. dba Connelly Electric Co. in an amount not to exceed $3,153,600.00, plus a five (5) percent allowance for change orders in an amount of $157,680.00, for a total amount not to exceed $3,311,280.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
The contract specifications require that all work commence 30 days after approval of the contractor’s bond and shall be completed within 365 calendar days after approval of the contractor’s bond.
