RESOLUTION FOR BOARD MEETING OF NOVEMBER 7, 2024

 

Title

RESOLUTION sponsored by the Board of Commissioners authorizing the adoption of Volume I of the Cook County Multi-Jurisdictional Hazard Mitigation Plan in its entirety and certain portions of Volume 2

Body

 

WHEREAS, the Metropolitan Water Reclamation District of Greater Chicago recognizes the threat that natural hazards pose to life, property, environment, and the economy; and

 

WHEREAS, proactive mitigation of known hazards before a disaster event can reduce or eliminate long-term risk to life and property; and

 

WHEREAS, the Disaster Mitigation Act of 2000 (Act) established new requirements for pre-disaster and post-disaster hazard mitigation programs; and

 

WHEREAS, as a condition of future funding for mitigation projects, the Act requires jurisdictions to prepare and adopt a hazard mitigation plan to identify and address certain vulnerabilities that exist prior to and during a disaster; and

 

WHEREAS, the Federal Emergency Management Agency (FEMA) supports pre- and post-disaster grant funding through the Hazard Mitigation Assistance Grant program, which has as a condition of funding eligibility a requirement for jurisdictions to prepare and adopt a hazard mitigation plan; and

 

WHEREAS, on December 19, 2019, the Board of Commissioners authorized the adoption of Volume I of the 2019 Cook County Multi-Jurisdictional Hazard Mitigation Plan in its entirety and certain portions of Volume 2; and

 

WHEREAS, to maintain continued eligibility for FEMA mitigation grant assistance programs the Act requires a hazard mitigation plan be updated every five years; and

 

WHEREAS, in accordance with the Act’s requirements, 125 Cook County jurisdictions engaged in the FEMA-prescribed mitigation planning process to prepare the 2024 Cook County Multi-Jurisdictional Hazard Mitigation Plan and its associated local hazard mitigation plan annexes; and

 

WHEREAS, the 2024 Plan has been approved by the Illinois Emergency Management Agency and FEMA, Region V; and

 

NOW, THEREFORE, BE IT RESOLVED, that we, the Board of Commissioners of the Metropolitan Water Reclamation District of Greater Chicago, on behalf of ourselves and our staff, do hereby commit to:

 

1.                     Adopt Volume 1 in its entirety;

 

2.                     Adopt the following from Volume 2: the Countywide Annex, the appendices of the Cook County Multi-Jurisdictional Hazard Mitigation Plan, and the Metropolitan Water Reclamation District of Greater Chicago’s Jurisdictional Annex;

 

3.                     Ensure that the adopted and approved portions of the Cook County Multi-Jurisdictional Hazard Mitigation Plan are used to guide pre-disaster and post-disaster mitigation of the hazards identified;

 

4.                     Ensure the coordination of the strategies identified in the Cook County Multi-Jurisdictional Hazard Mitigation Plan with other planning programs and mechanisms under our jurisdictional authority;

 

5.                     Continue to support the Steering Committee and continue to participate in the Planning Partnership as described by the Cook County Multi-Jurisdictional Hazard Mitigation Plan; and

 

6.                     Help to promote and support the success of all Cook County Multi-Jurisdictional Hazard Mitigation Plan partners.

 

BE IT FURTHER RESOLVED, that this resolution be spread upon the permanent Record of Proceedings of the Board of Commissioners of the Metropolitan Water Reclamation District of Greater Chicago.
