Dear Sir:
OMNIA Partners (formerly U.S. Communities) has a competitively bid contract for pre-employment background screening services with Accurate Background, LLC. The District is registered with and uses the OMNIA Partners program. Authorization is requested to issue a purchase order to Accurate Background, LLC to provide pre-employment background screening services under the OMNIA Partners Purchasing Co-operative Contract Number R240501. The agreement between OMNIA Partners and Accurate Background, LLC has a term of three years, from January 1, 2025, through December 31, 2027, with two optional one-year extensions after the initial term. The Metropolitan Water Reclamation District of Greater Chicago can participate under State Statute (5 ILCS 220), the Intergovernmental Cooperation Act.
The Department of Human Resources is currently participating in the existing OMNIA Partners contract for these services which expires December 31, 2024. The purpose of this contract is to obtain background screening services including social security number validations, County criminal record searches, Multi-jurisdictional National Criminal Index searches, motor vehicle record checks, professional license verifications, military record verifications, education verifications, employment verifications and employment credit checks to be utilized in the pre-employment screening process.
Accurate Background, LLC is registered and in good standing with the State of Illinois and is licensed as a Private Detective Agency as required by the Illinois Department of Financial and Professional Regulation.
The estimated expenditures are $16,500.00 for 2025 and $8,100.00 each for 2026 and 2027. Funds for the 2025, 2026, and 2027 expenditures are contingent on the Board of Commissioners’ approval of the District’s Budget for those years. The estimated expenditure for 2025 is higher because of a scheduled Police Officer civil service examination.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order to Accurate Background, LLC in an amount not to exceed $32,700.00.
