Dear Sir:
On April 18, 2024, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 24-695-21, Truck Scale Replacement at Various Locations, Groups A, B, and C.
In response to a public advertisement of May 29, 2024, a bid opening was held on July 9, 2024. The bid tabulation for this contract is:
GROUP A: STICKNEY WATER RECLAMATION PLANT (SWRP):
JOHN BURNS CONSTRUCTION COMPANY LLC $589,000.00
GROUP B: LAWNDALE AVENUE SOLIDS MANAGEMENT AREA (LASMA):
BRECHBUHLER SCALE INC DBA ADVANCED $140,397.00
WEIGHING SYSTEMS, INC.
JOHN BURNS CONSTRUCTION COMPANY LLC $368,000.00
GROUP C: CALUMET SOLIDS MANAGEMENT AREA (CALSMA) E & W:
BRECHBUHLER SCALE INC DBA ADVANCED $238,794.00

Brechbuhler Scales Inc., dba Advanced Weighing Systems, Inc. (Brechbuhler) cannot comply with the Multi-Project Labor Agreement (MPLA). The detailed specifications need to be revised for this contract to clarify the work that applies to the MPLA and the exempt work done by certified scale technicians.Therefore, Brechbuhler cannot comply with the contract documents. The Director of Procurement and Materials Management concurs and the bids submitted by Brechbuhler for Groups B and C are rejected based on the above and is in the public’s best interest. The Director of Procurement and Materials Management has notified Brechbuhler of this action.
The bid submitted by John Burns Construction Company, LLC for Group A, in the amount of $589,000.00, is approximately 51% over the estimated cost of $390,000.00 and considered too high over the estimate. Their bid for Group B, in the amount of $368,000.00, is approximately 104% over the estimated cost of $180,000.00. Their bid for Group C in the amount of $618,000.00 is approximately 120% over the estimated cost of $280,000.00. The bids for Groups A, B, and C are considered too high over the engineer’s estimated cost for each Group and the Maintenance and Operations Department has requested to reject these bids.
Therefore, the Director of Procurement and Materials Management has these rejected these bids based on the above and in the public’s best interest and has notified John Burns Construction Company, LLC of this action.
The Maintenance and Operations Department will revise the contract documents and re-advertise this contract.
