Dear Sir:

 

Request for Proposal (RFP) documents have been prepared for 25-RFP-09, Professional Auditing Services, at the request of the Finance Department. The contract specifications provide that all work begins on July 1, 2025 and ends June 30, 2030.

 

The purpose of this contract is to engage firms of certified public accountants to annually audit the financial statements of the District and the Other Post-Employment Benefits (OPEB) Trust Fund for the fiscal year ending December 31, 2025 with the option to extend said services for the four subsequent fiscal years. The District desires the auditor to also express an opinion on the Schedule of Expenditures of Federal Awards in conformity with accounting principles generally accepted in the United States.

 

The estimated cost for this RFP is $1,450,000.00. The estimated 2026, 2027, 2028, 2029 and 2030 expenditures are $290,000.00 for each year.

 

No bid deposit is required for this RFP.

 

Appendix A will be included in this RFP. The type of work to be performed under this contract is within the professional services category for establishing Minority-owned Business Enterprises (MBE) and Women-owned Business Enterprises (WBE) goals. The MBE and WBE firms’ goals for this contract are 20 percent MBE and 10 percent WBE. Appendix V should not be included in this RFP.

 

The tentative schedule for this contract is as follows:

Proposals Received                     March 21, 2025

Award                                                          June 5, 2025

Completion                                            June 30, 2030

 

Funds are being requested in 2026, 2027, 2028, 2029 and 2030 in Account 101-40000-612430 and P802-11000-798200, and are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 25-RFP-09.
