Dear Sir:
On January 23, 2025, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 25-027-11, Furnish and Deliver Glass and Plastic Labware to Various Locations for a One (1) Year Period, beginning approximately April 1, 2025 and ending March 31, 2026.
In response to a public advertisement of January 29, 2025, a bid opening was held on February 11, 2025.

GROUP E: PLASTIC LABWARE (PIPETTES AND TIPS)
NO BIDS RECEIVED
Pacific Star Corporation, the lowest responsible bidder for Group A, is proposing to perform the contract in accordance with the specifications. The estimated cost for Group A of this contract was $78,000.00, placing their bid of $99,525.84 approximately 27.60 percent above the estimate.
Fisher Scientific Company, LLC, the lowest responsible bidder for Group B, is proposing to perform the contract in accordance with the specifications. The estimated cost for Group B of this contract was $82,000.00, placing their bid of $68,308.17 approximately 16.70 percent below the estimate.
Crown Packaging International, Inc., the lowest responsible bidder for Group C, is proposing to perform the contract in accordance with the specifications. The estimated cost for Group C of this contract was $80,000.00, placing their bid of $65,109.12 approximately 18.61 percent below the estimate.
For Group D, the initial low bidder, Taylor Distribution Group, LLC, offered a proposed substitution which was evaluated and rejected. The proposed substitution offered a “narrow mouth bottle” while the specification called for a “wide mouth bottle.” Therefore, the bid is rejected in the public’s best interest. The Director of Procurement and Materials Management has informed Taylor Distribution Group, LLC of this action.
Qorpak, a division of Berlin Packaging, the lowest responsible bidder for Group D, is proposing to perform the contract in accordance with the specifications. The estimated cost for Group D of this contract was $24,000.00, placing their bid of $25,062.60 approximately 4.43 percent above the estimate.
Group E items will be purchased as needed on the open market.
The Multi-Project Labor Agreement (MPLA) is not applicable to this contract because it is primarily a furnish and deliver contract.
The Affirmative Action Ordinance, Revised Appendix D will not be included in this contract because the estimate, per each individually awarded group of the contract, is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 25-027-11, Group A to Pacific Star Corporation, in an amount not to exceed $99,525.84, Group B to Fisher Scientific Company, LLC, in an amount not to exceed $68,308.17, Group C to Crown Packaging International, Inc., in an amount not to exceed $65,109.12, and Group D to Qorpak, a division of Berlin Packaging, in an amount not to exceed $25,062.60.
Purchase orders will be issued for the material as required. Payment will be based on the unit cost as indicated in the contract documents. No bid deposit is required for this contract. Funds are available in Account 101-20000-623570.
