Dear Sir:

 

Authorization is requested to issue a purchase order and enter into an agreement for a three-year period with Psychological Dimensions LLC., to perform Psychological Evaluations and Fitness for Duty Examinations for selected employees at the request of the Human Resources Department. 

 

The proposer is expected to provide critical and time sensitive evaluation services for selected employees to determine whether such employees are psychologically capable of performing the essential functions of the job.  These services are utilized on an as needed basis when there is a reasonable belief that an employee’s psychological condition may prevent them from safely and effectively performing their job duties or poses a direct threat to themselves or others. The Proposer will also provide expert testimony as needed in legal settings regarding any work-related services provided to the District.

 

On December 4, 2024, request for proposal 24-RFP-05 Perform Psychological Evaluations and Fitness for Duty Examinations for Selected Employees was publicly advertised. On January 10, 2025, the District received two (2) successful proposals from the following vendors: MHW Psychlaw Services, Inc. and Psychological Dimensions, LLC. An evaluation committee comprised of staff from the Human Resources, Maintenance and Operations, and Procurement and Materials Management Departments interviewed the two firms. The evaluation criteria utilized by the committee included the firm’s professional qualifications, understanding of the project, approach to work, experience completing projects of similar scope, technical competence, and personnel effectiveness.  Based on these criteria, the evaluation committee recommends the firm Psychological Dimensions LLC.

 

Psychological Dimensions LLC personnel have been providing similar services for over 35 years with experience in publishing guidelines nationally for police psychological services, collaborating on case law in the fitness-for-duty arena, and providing expert testimony for numerous agencies. Their approach to these services is advantageous as it is based on reliable data, streamlined and efficient, and provides robust clinical and administrative staff.  Although Psychological Dimensions LLC was not the lowest bidder of the two successful proposals, their approach to the scope possesses the highest degree of professional experience, relevant skills, efficiency, and personnel effectiveness which is mandatory for these sensitive and critical services.

 

The Diversity Section reviewed the request for proposal to determine if Affirmative Action Ordinance Revised Appendix A and the Appendix V goals would apply and concluded that this contract should not contain goals for Affirmative Action participation as this contract is under $100,000.00 which is less than the Affirmative Action participation goals expenditure.

 

In view of the foregoing, it is requested that the Director of Procurement and Materials Management be authorized to issue a purchase order for Contract 24-RFP-05 in the amount not to exceed $60,000.00 in a three-year period.

 

Funds being requested for the 2025 expenditure, in the amount of $20,000.00, are available in Account 101-25000-612260.  Funds in the amount of $20,000.00 each for 2026 and 2027 are contingent upon Board approval of the District’s budget for those years.
