Dear Sir:

 

On January 23, 2025, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 25-672-11, Furnishing and Delivering Tires for Heavy Equipment to Various Locations.

 

In response to a public advertisement of March 5, 2025, a bid opening was held on March 25, 2025.  The bid tabulation for this contract is:

 

GROUP A Stickney Service Area

CHICAGO TIRE, INC.                      $51,600.92

COMMERCIAL TIRE SERVICE, INC.                     *$55,863.92

 

GROUP B Calumet Service Area

CHICAGO TIRE, INC.                      $27,301.96

COMMERCIAL TIRE SERVICE, INC.                     *$28,521.96

Chicago Tire, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for Group A and Group B of this contract was $100,000.00, placing their combined bid of $78,902.88, approximately 21 percent below the engineer’s estimate.

 

The Multi-Project Labor Agreement (MPLA) was not included in this contract because the classification of work does not fall within the provisions of the MPLA.

 

The Affirmative Action Ordinance Revised Appendix D and Appendix V will not be included in this contract because it is primarily a furnish and deliver contract and the value of the contract is below the minimum threshold established by Section 4 of the ordinance.

 

The contract will require approximately two to three (2-3) people for the services.

 

The contract shall commence upon approval of the contractor’s bond, and as ordered by the Engineer, and end thirteen (13) months thereafter, or upon expenditure of available funds, whichever occurs sooner.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 25-672-11 to Chicago Tire, Inc., in an amount not to exceed $78,902.88, for Group A and Group B combined, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

Funds for the 2025 expenditure for Group A, in the amount of $49,600.92, are available in Account 101-69000-623250. The estimated expenditures for 2026 are $2,000.00. Funds for the 2026 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for that year.

 

Funds for the 2025 expenditure for Group B, in the amount of $3,090.00, are available in Account 101-68000-623250. The estimated expenditures for 2026 are $24,211.96. Funds for the 2026 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for that year.
