TRANSMITTAL LETTER FOR BOARD MEETING OF JUNE 26, 2025
COMMITTEE ON PROCUREMENT
Mr. John P. Murray, Acting Executive Director
Title
Authority to award Contract 25-350-11, Hazardous Waste Disposal from various locations, to Tradebe Environmental Services, LLC, in an amount not to exceed $176,511.00, Account 101-30000-612520, Requisition 1641537 (As Revised)
Body
Dear Sir:
On April 17, 2025, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 25-350-11, Hazardous Waste Disposal from Various Locations.
In response to a public advertisement of April 30, 2025, a bid opening was held on June 3, 2025. The bid tabulation for this contract is:
TRADEBE ENVIRONMENTAL SERVICES, LLC $176,511.00*
*corrected total
The Director of Procurement and Materials Management has reviewed the bidders’ list for this contract and is satisfied that the market for this service has been adequately solicited. A planholders’ survey revealed the following reason for not bidding: cannot provide the services. In light of these findings, the Director of Procurement and Materials Management is of the opinion that the bid received is a fair and reasonable price, and nothing would be gained by rejecting the sole bid and re-advertising this contract.
Tradebe Environmental Services, LLC, the sole bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract was $210,000.00, placing their bid of $176,511.00 approximately 16% below the estimate.
The Multi-Project Labor Agreement (MPLA) is not included in this contract because the classification of work does not fall within the provisions of the MPLA.
The contract will require approximately six (6) people for the services.
The Affirmative Action Ordinance Revised Appendix D and Appendix V will not be included in this contract due to the limited availability of MBE/WBE/VBE firms capable of performing the specialized waste collection and disposal services required under the contract.
The work under this contract shall begin upon approval of the contractor’s bond and terminate December 31, 2027, or upon expenditure of available funds, whichever occurs sooner.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 25-350-11 to Tradebe Environmental Services, LLC, in an amount not to exceed $176,511.00, subject to the contractor furnishing a performance bond in a form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
Funds for 2025 expenditures, in the amount of $36,511.00, are available in Account 101-30000-612520. The estimated expenditures for 2026 are $70,000.00 and for 2027 are $70,000.00. Funds for the 2026 and 2027 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
Requested, Susan T. Morakalis, General Counsel
Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management, DAL:SEB;gv
Respectfully Submitted, Precious Brady-Davis, Chairperson, Committee on Procurement
