Report on Stormwater Partnership Project Submittals

Between September 2024 and April 2025, the District accepted proposals from municipalities, townships, and other governmental agencies seeking assistance through the District’s Stormwater Partnership Program (SPP).
The application process included a pre-application consisting of a brief set of questions to confirm compatibility with the SPP and provide feedback to help strengthen their final application. Communities that submitted pre-applications received feedback on their application before submitting their final application. The final applications allowed applicants to expand on their pre-application responses in narrative format, present any technical analyses, and attach supporting documentation.
Application materials, including instructions on how to apply, were made available on the District’s website along with a webinar video outlining the District’s SPP. This information was shared through regular notifications to chief elected officials and their staff in each jurisdiction and also during the quarterly Watershed Planning Council meetings.
The District received 19 pre-applications, resulting in 11 final applications for new projects. The Engineering Department reviewed all SPP applications and prioritized the projects based on a variety of factors including the number of benefited structures, frequency and extent of flooding, stormwater detention provided, separate or combined sewer service area, and economic factors of the community. Attached to this report is a table summarizing the prioritization of the applications and an exhibit showing the location of the applications.
The District will contact each of the applicants to notify them of the results of our review. Based on the
attached prioritization of the projects and available funding for the SPP, authority to negotiate and enter into Intergovernmental Agreements will be sought from the Board of Commissioners. Applicants whose projects were not identified for partnership with the District will be provided feedback on their unsuccessful application and encouraged to submit proposals for consideration in future partnership opportunities.
