Dear Sir:
On June 20, 2024, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 22-878-1S, Condition Assessment of Local Sewers.
In response to a public advertisement of January 22, 2025, a bid opening was held on March 11, 2025. The bid tabulation for this contract is:
DUKE’S ROOT CONTROL INC $518,015.75
PIPE VIEW L.L.C. DBA PIPE VIEW AMERICA $2,507,350.91
NATIONAL POWER RODDING CORPORATION $4,055,366.00
Duke’s Root Control, Inc. (Duke’s) submitted a low bid and confirmed that they are not signatory to any union under the District’s Multi-Project Labor Agreement (MPLA). Therefore, Duke’s is considered non-responsive and rejected based on the above. The Director of Procurement and Materials Management has notified Duke’s of this action.
Pipe View, L.L.C. dba Pipe View America (Pipe View), the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract is $1,645,900.00, placing the bid of $2,507,350.91 approximately 52% above the engineer’s estimate. The Engineering Department believes the cost for this work to be fair and reasonable.
The Affirmative Action Ordinance Revised Appendix D and Appendix V goals for this contract are 7% Minority Business Enterprise (MBE) and/or Women Business Enterprise (WBE), and 3% policy-goal for the Veteran-Owned Business Enterprise (VBE). Appendix C and Appendix K do not apply.
Pipe View is in compliance with the Affirmative Action Ordinance Revised Appendix D and the Appendix V as indicated on the attached report. Pipe View commits to 7% percent MBE, 2% WBE, and 4% VBE.
Pipe View has executed the MPLA certificate as required. It is anticipated that the following construction trades will be utilized on this contract: laborers, operating engineers, truck drivers, and skilled workers. The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.
The contract will require approximately seven (7) people for the services.
The contract shall commence upon approval of the Contractor’s Bond and will be completed within 180 calendar days.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 22-878-1S to Pipe View, in an amount not to exceed $2,507,350.91.
Funds for the 2025 expenditure, in the amount of $2,507,350.91, are available in Account 101-50000-612240.
