Dear Sir:

 

On March 20, 2025, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 25-618-11, Specialized Repairs for Large Motors and Excitation Systems.

 

In response to a public advertisement of April 30, 2025, a bid opening was held on May 20, 2025. No bids were received.

 

In response to a public re-advertisement of June 11, 2025, a bid opening was held on July 8, 2025. The bid tabulation for this contract is:

 

L & S ELECTRIC INC                     $445,100.00

 

The Director of Procurement and Materials Management has reviewed the bidders’ list for this contract and is satisfied that the market for this service has been adequately solicited. A planholders’ survey revealed the following reason for not bidding: do not provide the services required. In light of these findings, the Director of Procurement and Materials Management is of the opinion that the bid received is a fair and reasonable price, and nothing would be gained by rejecting the sole bid and re-advertising this contract.

 

The quantities specified in the contract documents were used for the purpose of comparing bids and establishing unit prices. The total amount to be expended on this contract, should usage differ from the quantities, is not to exceed $445,800.00.

 

L & S Electric, Inc., the sole bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract is $445,800.00, placing their bid of $445,100.00, approximately equal to the engineer’s estimated cost.

 

The Multi-Project Labor Agreement (MPLA) will not be included in this contract because the specialized services are performed by trained technicians.

 

The Affirmative Action Ordinance Revised Appendix D and Appendix V will not be included in this contract because of the lack of availability of bidders and the specialization of the project.

 

The contract will employ approximately eight (8) people for the services.

 

The contract specifications require that all work commence upon approval of the Contractor’s bond and terminating thirty-six (36) months thereafter, or upon expenditure of available funds, whichever occurs sooner.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 25-618-12 to L & S Electric, Inc., in an amount not to exceed $445,800.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

Funds for the 2025 expenditure, in the amount of $74,700.00, are available in Accounts 101-67000/68000/69000-612600/623070. The estimated expenditure for 2026 is $138,200.00, for 2027, is $138,200.00 and for 2028, is $94,700.00. Funds for 2026, 2027, and 2028 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
