Title

Authority to issue a 2-month permit to Bulley & Andrews, LLC to temporarily install a hydraulic lift on the District’s Main Office Building Annex walkway for construction purposes. Consideration shall be a fee of $5,000.00

Dear Sir:

 

Bulley & Andrews, LLC (“Bulley”) is a construction firm currently redeveloping the former Lawrey’s building located at the northwest corner of Ontario Street and Rush Street, adjacent to the south side of the District’s Main Office Building Annex (“MOBA”). The MOBA garage exit ramp and walkway are between the two buildings. These areas of the MOBA are also used by 101 Erie Hotel, LLC for the purpose of supporting the hotel located at 101 East Erie, located on the ground floor and floors 8-20. District and hotel staff use the exit ramp daily for parking. The walkway is used by hotel staff for access to the employee entrance in the rear of the building and is not generally used by the District.

 

As part of the project, Bulley is performing construction work on the northwest corner of the building. To perform this work, Bulley has requested a 2-month permit to install a hydraulic lift platform on the walkway. During this time, the garage exit ramp will remain accessible for District staff parking, but the walkway will be inaccessible. The permit will require Bulley to protect against any falling construction debris, and to perform the installation and removal of the hydraulic lift during non-business hours to minimize any disruption to District operations. 

 

The District’s technical departments have reviewed this permit request and have no objections thereto. 101 Erie Hotel, LLC has also approved of the proposal. A permit fee in the amount of $5,000.00 is recommended, as the pro-rata share of 10% of the fair market value of the land would yield a fee less than the District's minimum permit fee of $5,000.00.

 

It is requested that the Acting Executive Director recommend to the Board of Commissioners that it issue a 2-month permit to Bulley & Andrews, LLC to temporarily install a hydraulic lift on the District’s Main Office Building Annex walkway for construction purposes. Consideration shall be a fee of $5,000.00.

 

It is further requested that the Acting Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said permit agreement after it is approved by the General Counsel as to form and legality.
