Authority to advertise Contract 25-362-11 for public tender of bids the sale of approximately 0.14± acres of District land located at 6861 North Milwaukee Avenue in Niles, Illinois. The minimum sale price shall be established at $92,130.00 (As Revised)

Dear Sir:

 

On September 4, 2025, the Board of Commissioners (“Board”) authorized the commencement of statutory procedures to sell approximately 0.14± acres of District land located at 6861 North Milwaukee Avenue in Niles, Illinois. The District originally acquired the site for the former Niles Pumping Station.  After the pumping station was taken out of service in 1958 and subsequently removed, the site was leased to the adjacent property owner for parking.

 

Noah Properties, LLC (“Noah”) is under contract to purchase and redevelop 6.62± acres of private property adjacent to the former Niles Pumping Station site. Noah has requested to purchase this vacant property to use as parking for the new development. The Village of Niles supports the sale of this property and Noah’s development of the larger site.

 

Pursuant to statute, Noah submitted two appraisals, and the Law Department obtained a third appraisal, as follows:

It is recommended that the subject real estate’s fair market value be based upon the highest of the appraisals and established at $92,130.00, and that the minimum sale price also be established at that amount.

 

It is further requested that the Acting Executive Director recommend to the Board of Commissioners that it authorize and approve the following orders:

 

1.                     The real estate, which comprises approximately 0.14± acres of District land located at 6861 North Milwaukee Avenue in Niles, Illinois, is declared as surplus and not currently needed for the District’s corporate purpose and is available for sale.

 

2.                     The fair market value of the subject real estate is established at $92,130.00.

 

3.                     The Director of Procurement and Materials Management is authorized to advertise the subject real estate as available for purchase at the minimum sale price of $92,130.00 and report the results of the bidding to the Board of Commissioners for further action.

 

It is requested that the Acting Executive Director recommend to the Board of Commissioners that it authorize the Director of Procurement and Materials Management to advertise Contract 25-362-11 for public tender of bids the sale of approximately 0.14± acres of District land located at 6861 North Milwaukee Avenue in Niles, Illinois. The minimum sale price shall be established at $92,130.00.
