COMMITTEE ON PROCUREMENT

Mr. John P. Murray, Acting Executive Director

Title

Authority to advertise Contract 26-100-11 Preventive Maintenance for Laboratory Balances and Meters, estimated cost $66,000.00, Account 101-16000-612970, Requisition 1647089

Body

Dear Sir:

Contract documents and specifications have been prepared to advertise Contract 26-100-11 to provide preventive maintenance for laboratory balances and meters for the Monitoring and Research (M&R) Department at various locations. This contract will end on December 31, 2028.

The purpose of this contract is to obtain preventive maintenance for laboratory balances and meters used by the Analytical Laboratories Division (ALD) of the M&R Department. The ALD uses analytical balances to determine concentrations of Total, Suspended, Volatile, and Dissolved Solids in regulatory and industrial waste samples. The balances are used to weigh chemicals needed in the preparation of laboratory standards and reagents. Balances must be maintained and calibrated on an annual basis to maintain the NELAC Institute (TNI) accreditation. The meters are used to determine temperature and pH in ambient water quality samples.

The estimated cost for this contract is $66,000.00. The estimated 2026, 2027, and 2028 expenditures are $22,000.00, $22,000.00, and $22,000.00, respectively.

A bid deposit is not required for this contract.

The Multi-Project Labor Agreement (MPLA) will not be included in this contract because the classification of work does not fall within the provisions of the MPLA.

The Affirmative Action Ordinance Revised Appendix D will not be included in this contract because the estimate is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.

The tentative schedule for this contract is as follows:

Bid Opening                       January 6, 2025

Award                                                               February 5, 2026

Completion                                          December 31, 2028

Funds are available in Account 101-16000-612970.

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 26-100-11.
