Dear Sir:

 

Request for Proposal (RFP) documents have been prepared for Contract 25-RFP-23, Technical Assistance Program, at the request of General Administration. The contract will begin on or around June 1, 2026, and expire on May 31, 2029.

 

The purpose of this contract is to secure professional technical assistance to advance the District’s mission of expanding economic opportunities for Minority, Women, Veteran-Owned Business Enterprises, and small and emerging firms. Through a coordinated program of education, advising, and technical support, the selected vendor(s) will deliver hands-on guidance in key areas such as financial management, bonding, estimating, and proposal preparation to strengthen firms’ capacity to compete for District contracts and achieve long-term success.

 

The RFP is structured into two groups for services:

 

Group A - Business Financial Capacity and Development Services: focuses on access to working capital, accounting and financial analysis, tax and accounting services, bonding and insurance, preparing to seek financing, project budgeting, and sales or pitch training.

 

Group B - Construction and Contract Readiness Services: focuses on bidding and estimating as a prime or subcontractor, statement of interest development, bid checklists, certified payroll, project management, workforce planning, and union and labor agreements.

 

Proposers may submit for Group A, Group B, or both, and must clearly identify the group(s) proposed. The District may award up to two contracts, one for each Group, or alternatively award a single contract  to one proposer capable of performing services for both Groups. The District reserves the right to determine the dollar value allocation between Group A and Group B contracts. Contract values will not necessarily be divided equally; allocation will be based on the scope, quality, and cost of services proposed for each Group.

 

The estimated total cost for this RFP is approximately $900,000.00. The estimated expenditures for 2026, 2027, 2028, and 2029 are $175,000.00, $300,000.00, $300,000.00, and $125,000.00, respectively.

 

A bid deposit is not required for this RFP.

 

Appendix A and Appendix V will be included in this contract. The Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and Veteran-owned Business Enterprises (VBE) utilization goals for this contract are: 15% MBE and/or WBE and 3% VBE. These goals will apply individually to each Group.

 

The tentative schedule for this contract is as follows:

Completion                     May 31, 2029

 

Funds are being requested in Account 101-15000-612430. Funds for expenditures in 2026, 2027, 2028, and 2029 are contingent upon the Board of Commissioners’ approval of the District’s budgets for those years.
