Dear Sir:

 

Authorization is requested to issue a purchase order and enter into an agreement with JobAps, Inc. to provide software hosting, maintenance and license renewal for the JobAps Applicant Tracking System for a three-year period. This agreement will begin on January 1, 2026, and expire on December 31, 2028.

 

JobAps tracks and manages all activities related to the District’s recruitment, examination, eligible list certification and requisition processes for employee hiring. System updates and enhancements are included.

 

JobAps, Inc., the sole service provider of the JobAps Applicant Tracking System, has submitted prices for the services required. Inasmuch as JobAps, Inc. is the only source of supply for the services required, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).

 

Affirmative Action Goals under Appendices A and V were not included due to scope of services to be performed under this contract, which do not provide practical opportunities for subcontracting.

 

JobAps, Inc. is registered and in good standing with the State of Illinois.

 

The Multi-Project Labor Agreement (MPLA) is not applicable because the classification of work does not fall within the provisions of the MPLA.

 

The estimated expenditures for 2026, 2027 and 2028 are $50,058.00, $51,560.00 and $53,107.00 respectively.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement with JobAps, Inc. in an amount not to exceed $154,725.00.

 

Funds for the 2026 are available in Account 101-27000-612820.  Funds for 2027, and 2028 expenditures are contingent on the Board of Commissioners' approval of the District's budget for those years.
